Torrance, the eighth largest city in Los Angeles County, competes globally through its myriad of assets: diverse residents, flourishing businesses and safe communities. Over the years, Torrance continues to live out its motto as a balanced city. What's the City's population? Torrance has a population of about 147,405 with a peak daytime population (2 p.m.) of 203,111. Torrance is the fourth largest city in Los Angeles County and the 12th largest city in California. Who is the governing body of the City of Torrance? The City has Council/Manager form of government. The City Council is the elected body, which adopts legislation, sets policy, adjudicates issues and establishes the budget of the City. The City Manager administers policy set by City Council and oversees day-to-day operations of the City. Which positions are elected and appointed? Elected positions include the seven-member City Council, the City Clerk and the City Treasurer. Both the City Clerk and City Treasurer also serve as full time department heads. Appointed positions include the City Manager and City Attorney.

  • Today, the City of Torrance was honored to welcome new Consul General Kosei Murota, Deputy Consul General Naoko Kamitani, and Consul Makito Ohikata from the Consulate-General of Japan in Los Angeles to City Hall.   • We’re excited to welcome Kayla Casillas to the City of Torrance! Kayla's prior experience includes her work with the Upland Unified School District as a California Climate Action Corps Fellow, where she developed and implemented a compliance plan for SB 1383—a state law requiring the separation of organic waste from landfills. In her role here in Torrance, she will continue her work on SB 1383 compliance. Kayla also worked at the Disneyland Resort, where she was recognized as the 2023 Environmental Champion of the Year for her efforts in educating fellow Cast Members on proper waste-sorting procedures. As Kayla steps into this new role, she hopes to empower community members and commercial partners to feel confident that they can make a meaningful difference in protecting the environment through proper waste sorting.
