Torrance has a population of about 147,405 with a peak daytime population (2 p.m.) of 203,111. Torrance is the fourth largest city in Los Angeles County and the 12th largest city in California. Who is the governing body of the City of Torrance? The City has Council/Manager form of government. The City Council is the elected body, which adopts legislation, sets policy, adjudicates issues and establishes the budget of the City. The City Manager administers policy set by City Council and oversees day-to-day operations of the City. Which positions are elected and appointed? Elected positions include the seven-member City Council, the City Clerk and the City Treasurer. Both the City Clerk and City Treasurer also serve as full time department heads. Appointed positions include the City Manager and City Attorney.
