feat(mcu-util): skip mcu update if already installed (#868)

check currently running image & skip update if image to send is already
the one running on the target.
version (sem ver) + commit hash are checked
this will reduce flash wear on the field
use `--force` to force double update

fix: use correct path on pearl for wpa_cli (#854)

We have different paths for wpa_cli on different
platforms(pearl/diamond)

feat(hil): do not attach under reset + "force" swd (#847)

- jtag not supported by microcontrollers
- seems like connecting under reset is less successful than the normal
connection. The flashing command worked after several attempts, but
now works every time.
