This storage is meant to be simple and effient with bulk reads/write,
since we usually don't fetch random filters
now we don't use an actual db, just a flat file that we write filters
sequentially. This should reduce storage and CPU used while downloading
and loading the filters

Now the rpc `rescan` uses the block filters too
