This PR adds tolerance tables for use on platforms without a specific file. A script is added to generate these default tolerance tables. The method to generate them is to take the elementwise maximum of all existing tolerance tables for a given set of test cases, clip it below at machine epsilon, and multiply by a factor. The factor chosen here is 4.
