Cut 3.0: Bump risc0-core to 3.0.0 (#3334)

This is to accommodate it having its rand-core version bumped to a
semver-incompatible version. This causes a kind of breaking change.

Many other crates had to bump their patch version to work with this
change.

Due to the only published version of risc0-povw being yanked, I have to
skip it in the semver checks, the semver checks get very confused.

3.0: Update docs & groth16 component error message (#3331)

This updates docs concerning the following this
- README for `rzup publish`
- README for groth16 around publishing the component
- developer docs for groth16 shrink-wrapping
- developer docs for gdb support
- error message when groth16 component is missing
