This service monitors 'EnableUlps' value in windows registry and ensures it always set to 0.

1. In case you have Windows x32 download install.cmd and ulps.exe, for Windows x64 download install64.cmd and ulps64.exe and copy them somewere both in one folder.
2. Run install.cmd or install64.cmd
3. Accept UAC message if you ran it not as administrator.
