Remove chart folder before fetching

This appeared to cause an issue after updating to the latest
version of helm3, we now remove the chart folder from temp
before doing a fetch.

Enable KubernetesIngress for traefikv2

This feature enables Traefikv2 to work with Ingress definitions
as well as the new CRDs it enables.

Add traefik2 app

This commit moves over to helm3 and applies the feedback from
the PR review on alexellis#23

Tested on k3d and got an LB as expected with Traefik 2.
