While #4 talks about drafts, I see that ticket about private drafts. Drafts only for the author.

But we could also have public drafts of a motion. Where a user makes it public so that discussion can start happening and then based on discussion the user is improving a motion. And once they are satisfied they can make it a final version and submit it to manager to approve it, and open voting. (We could also allow that members prepare everything, including choosing which majority should be, and manager just confirms it then.)

Not sure how much this is different to current state with a motion which is not yet open. Maybe just that it is explicitly named a "draft"?
