What this PR does / why we need it:

All GA features have to have full endpoint+operation coverage. These tests cover kubernetes/enhancements#4381 (GA in 1.34).

Which issue(s) this PR is related to:

Fixes: #114183

WIP until it is certain that the new tests are stable.

Changes lgtm once we have flake free runs. Can you add a link to the relevant test grid query to the description to easily check flake history?
