…tests When JAX config `jax_check_ifrt_user_context` is true, JAX will require some `xla::ifrt::UserContext` to be set up for IFRT values and executables when wrapping them as JAX objects. This replaces `-DIFRT_REQUIRE_USER_CONTEXT` for checking if IFRT user context setups is done correctly. PiperOrigin-RevId: 816845220
