Remove chart folder before fetching

This appeared to cause an issue after updating to the latest
version of helm3, we now remove the chart folder from temp
before doing a fetch.

Add traefik2 app

This commit moves over to helm3 and applies the feedback from
the PR review on alexellis#23

Tested on k3d and got an LB as expected with Traefik 2.
