Upstream several features implemented for the zetaSQL parser:
- Expansion limits for the EBNF desugaring to prevent surprise exponential automata growth.
- Reduce tracking to eventually enable generating better error messages.
- A configurable cap on rule size for ordinal references in semantic actions to allow gradual weaning from that feature.
- #line directives and custom action function names to improve debugging issues in semantic actions in C++.

Upstream changes to enables C++ semantic actions to co-exist with rule syntax extensions (e.g. optional, choice, and list) for ZetaSQL
