Fix crash in macOS Tahoe

- Converted the library to a Swift Package, removing support for Coco…

…aPods and Carthage

    - Old versions will still support CocoaPods/Carthage - you can refer to the version by tag directly)
- Increased deployment target to macOS 10.4.6
    - This is the minimum supported by Xcode 14.3 due to the removal of libarclite_macosx.a

- Open popup when other modifiers are pressed in addition to command

- Allow control over whether the popup should open or not, closes #4

- Do not open window when dragging icon (cmd+click), closes #3
