In most cases the default UTC timezone is used whenever CEL is provided
a protobuf based input; however, there are limited cases where a Go-native
time value may be provided and the time is based on the local timezone
carried in the
timevalue. This change makesDefaultUTCTimeZone(true)a no-op as it is default enabled, and must be explicitly opted-out.
The use of
DefaultUTCTimeZone(false)will only be permitted untilrelease v0.25.0
