Snapshot of the workflow that was needed to downgrade the MSYS2 runtime

Every once in a while, we need to do something wild in the Git for
Windows SDK, such as force-downgrading a package. These things are
(hopefully) one-off jobs, and therefore we perform them with custom,
one-off GitHub workflows. Those workflows are no longer needed after the
job is done, except as a template for similar hacks in the future.

This is one of those instances where a one-off workflow needs to serve
as an example for (hopefully not too frequent) future incidents.
