Formularium is a FOSS, privacy-first and user-friendly toolkit for small to medium sized municipalities (8-100k inhabitants) to put their public services online.
Why?: We feel that municipalities are a backbone to democracy but often are left behind when it comes to extending the democratic government to the digital world. We feel that neither existing vendors, nor the federal government provide the software components that would be needed to put existing analog public services online (let alone as FOSS).
Base Rates for Germany
- ~60% of the workforce in municipalities retires in the next 20 years (~1.5M people are employed in municipalities)source
- already today ~200k municipal public administration positions can not be filled source
- ~50% of municipalities think they are not appropriately prepared to go digital source
Germany:
- Form Solutions GmbH: form builder software with numerous OZG-forms preset and a considerable amount of integrations into Fachverfahren-systems. Known Customers: Bonn. Pricing: basically unknown yet. ~800 EUR for daily rate for technical assistance or training. Team: eGov veterans from Governikus are in the founding team
- XIMA Formcycle: Drag'n'drop form builder. State of Bavaria covers costs for this product for their municipalities with a grant and promotes it activley.
- OZG: OnlineZugangsGesetz ("digital public service act" in Germany; literally translated "online access law"; in a nutshell: ~500 public services need to be accessible everywhere by 2022)
- FITKO: office for IT cooperation across federal levels
- Fachverfahren: government (vertical) app (eg. citizen registry, commercial registry, real estate management, HR-software)
- XöV: German eGovernment Interchange Standard
