Add a docker version of the colouring london software that can be quickly deployed - currently this will load test map data from OSM only (WIP)

To run app:
docker compose up

Are you stuck on something specific here? Or is it just WIP? Not sure should I try looking how it works (or how it does not work)

@matkoniecz still a WIP, I made a separate PR for docker specifically as I was still working on getting my manually set up dev environment (#776) working correctly first and merging the documentation changes that make that work first. You can feel free to experiment with this docker setup if you like, but I plan to continue with it next.

Unlike the Vagrant version, this does not have Node issues which is good! but I do not have the postgres container working yet
