Bugfix release 0.32.1 (open-policy-agent#3808)

* deps(flatbuffers/go): replace with v1.12.1 (open-policy-agent#3803)

Merely running

    go get -u github.com/google/flatbuffers/[email protected]

did not do the trick, we'll need the replace to get rid of 1.12.0,
a dependency of badger/v3.

Tested in my fork, where this was enough to get dependabot to not
fail.
