First version of prot_query.py to be on Clue

1.4: tear, tasseography, prot_query.

- Moved median normalization/z-scoring out of dry and into tear module.
- Created tasseography module.
- Enhanced scripts necessary for performing a query of external data: clue/prot_query.sh

- Removed R directory.

- Reorganized directory structure so that top directory is broadinstitute_psp.
- Created steep_and_sip_external.py for computing similarity and connectivity of external profiles.
- Confirmed that output of dry.py matches that of Jake Jaffe's p100_processing.R for all GCP and P100 files.
- Added (optional) robust z-scoring to dry.py.
