Mostly re-organizing the package structure, updating syntax, and conforming with PEP8.

It now runs with Python 3.10

Removed dependency on YAML in favor to JSON. Now the only requirement for seabird is numpy.

Added support to read binary files.

Major modification is the CF vocabulary for variables.

This is functional, although still beta, release of seabird, a parser for Seabird's CTDs outputs.
