Adds the `RecordingExporterTestWatcher` to the `ExporterIntegrationRule`. The rule relies on the `RecordingExporter`, so having the watcher there ensures that: 1. The records are reset between tests 2. On failure, we can inspect the exported stream for errors Additionally increases the waiting time to a more generous interval. (cherry picked from commit 6577e59)
