We investigated the template-parser:typecheck failure and determined it was a transient build state issue. The dist/index.d.ts file contains proper module exports, and the error disappeared when dependencies were rebuilt in the correct order. The @swc/core version update appears to have exposed a build timing issue in the CI environment that resolved itself without requiring code changes.
