Adding Windows ARM to CI tests. Given the nature of Windows ARM there is a chance that this may expose the flakiness of some tests.

We can consider removing Windows 2022 from the matrix: while there are difference between the OSes the collector usage of well worn win32 APIs reduces the chances that we will encounter such cases.

Please open a separate issue for removing windows-2022, I concur but we might need to get community feedback just in case.
