right now deploys just queue and never happen. can this wiggle it back to life
valid tags: ubuntu-latest, ubuntu-24.04, ubuntu-22.04 from https://docs.github.com/en/actions/reference/workflows-and-actions/workflow-syntax#choosing-github-hosted-runners

right now deploys just queue and never happen. can this wiggle it back to life
edit: i think the important bit here is bumping the runner to ubuntu-24.04. the older tag no longer exists and seems like github just doesn't do anything if there is no valid tag.
