Description

The installation of kernel-devel fails on Rocky Linux 9 because we can't access the repo
https://dl.rockylinux.org/vault/rocky/9.6/AppStream/x86_64/os/repodata/
gives a 403 (not sure why).

Manually downloading and installing the kernel-devel package.
