This PR fixes #297 and should be rebased after that is merged.

Closing as this does not fix the issue -- you should not need to manually reseed the RNG every time you want to generate new random numbers from it. In fact, I think doing so significantly weakens the RNG even with a perfectly random seed, as the seed contains much less entropy than the full state.
