Enhance GitHub Actions workflows and documentation structure

- Added `workflow_dispatch` and `workflow_call` triggers to build, docs, and release workflows.
- Updated Sphinx configuration to dynamically create necessary directories.
- Removed obsolete requirements file and updated `pyproject.toml` for documentation dependencies.
- Adjusted test documentation to reflect correct module paths.
- Cleaned up test module imports and removed unused code.
