Title: Senior Policy Analyst, Macroeconomics and Public Finance
Reports to: Director, Center for Data Analysis
Job Summary: The Senior Policy Analyst, Macroeconomics and Public Finance, is responsible for developing and maintaining the macroeconomic modeling capabilities of the Center for Data Analysis (CDA) to analyze the impacts of policy shifts on the United States’ economy. This position involves both independent and collaborative research and publication on fiscal policy, entitlement reform, regulatory policy, and other related areas, working closely with colleagues across Heritage and with partner organizations. The Senior Policy Analyst will develop models of specific major federal programs, including tax, Social Security, and several healthcare programs. This position communicates research findings directly to policymakers, their staff, and media.
Job Duties:
- Develop, maintain, and document CDA’s macroeconomic modeling capabilities.
- Incorporate results from CDA’s individual income tax model into a macroeconomic model to estimate dynamic effects.
- Analyze corporate tax policy, with a particular focus on proposals affecting the tax treatment of capital.
- Conduct modeling of alternative tax schemes, Social Security, and Medicare programs, and evaluate policies to improve their solvency.
- Conduct exploratory modeling of alternative tax schemes, such as a Hall-Rabushka tax.
- Assess the long-term outlook of the economy and the federal budget, and project how the national debt may evolve.
- Publish research in Heritage publications and peer-reviewed literature.
- Present findings in diverse settings, including legislative hearings, media appearances, public functions, and professional conferences.
Qualifications:
- Education: Graduate degree in economics (Ph.D. preferred) with a demonstrated background in empirical and econometric analysis, or equivalent professional experience.
- Experience: 5+ years in applied macroeconomic research, including work conducted during a Ph.D. program.
- Communication: Demonstrated excellence in writing technical documents and research papers, and in presenting findings to diverse audiences.
- Technology: Highly proficient in Python, R, and/or MATLAB, as well as Excel. Familiarity with EViews or gretl. Experience with Git a plus.

The salary range for this role is $113,000 - $133,000 annually. This range is a good-faith estimate, and the final salary offered to a selected candidate depends on a variety of factors including, but not limited to, the candidate’s experience, education, and other qualifications; internal and external market pay for comparable jobs; and level of hire based on aforementioned qualifications.
