  • On August 28, 2025, Brazil’s ANVISA issued Resolution D.O.U., 28/08/2025 - Section 1 Resolution that Provides for the Sanitary Requirements Applicable to Regenerated Cellulose Films Intended to Come into Contact with Food. This Resolution incorporates GMC/MERCOSUR Resolution No. 16, of July 1, 2025, into the national legal system and applies to regenerated cellulose films intended to come into contact with food, in accordance with the use for which they are intended, and which: I. constitute in themselves a finished product; or II. are part of a finished product that contains other materials For the purposes of this Resolution, regenerated cellulose film or film is understood to be a thin sheet made of refined cellulose from non-recycled wood or cotton.   • On August 22, 2025, the U.S. Food and Drug Administration (FDA) initiated the daily publication of adverse event cosmetic data from the FDA Adverse Event Reporting System (FAERS), a pivotal move in enhancing safety monitoring and ensuring public health protection through transparency. FAERS already serves as the main database for adverse event reports, including medication errors and product complaints for drugs and biologics, receiving submissions from healthcare professionals, consumers, and manufacturers. This initiative is part of the FDA's broader strategy to modernize data collection and improve speed of identifying safety signals.   • On September 17, 2025, the European Chemicals Agency (ECHA) initiated a Call for Evidence to support the study report under the Packaging and Packaging Waste Regulation (PPWR). This call aims to collect information from stakeholders regarding packaging, the substances used, waste management, and recycling technologies to identify substances of concern (SoCs). Information needed includes packaging materials and their use, tonnages, substances used in packaging, its manufacturing and downstream processing / recycling as well as waste management and the recycling technologies used. ECHA will use the data gathered to facilitate an assessment of which substances constitute SoCs based on the criteria set out in the PPWR. Following the conclusion of this call for evidence, ECHA will use additional stakeholder engagement methods to identify SoCs in packaging and gather further information to help inform whether further regulatory action under PPWR is warranted. The deadline for providing input is October 28, 2025. We recall that the publication of the first version of the SoCs list is expected by December 31, 2026.   • Thailand’s Industrial Product Standards released two standards for food contact materials made of plastic. The standards are: • Plastic Bags for Food Packaging, TIS 1027-2567, which cancels TIS 1027-2564, covers only plastic bags made of virgin resin or tertiary reusable resin, a single-layer plastic film to be used for food packaging, which is hereinafter referred to in this standard as "plastic bags" • Plastic bags for food packaging for heating in the microwave, TIS 3022-2567, which cancels TIS 3022-2020, covers plastic bags that come into direct contact with food and are heat-resistant at a temperature not less than 80 °C, for use in packaging food and reheating once in a microwave, which in this standard will be referred to as "plastic bags."
