On September 15, 2025, the European Commission (EC) issued a draft regulation aiming to add a new entry to Annex XVII to Regulation (EC) No 1907/2006. This intends to restrict the placing on the market and the use of articles intended for professional users or the general public that contain 2,4-dinitrotoluene in a concentration equal to or greater than 0.1% weight by weight. Explosives, ammunition used by military and armed forces, toys, medical devices and food contact materials are excluded from the scope of the restriction.
