Description

Updates @actions/cache to v4.0.1:

• Update manifests & release notes for cache v4.0.1 toolkit#1958

I also updated the package manifest versions and updated the release description.

Motivation and Context

Fixes:

• "Warning: Cache not found" on first run in branch #1552

It also cleans up unused code and dependencies, which is why the diff is quite large.
