Description

As part of the designs for the new menu for Scribe in #16 is that we need to have menu elements that have either a toggle or a chevron (implying they go to another screen) along with an information icon that the user can check. An example of such a menu item is the following:

This issue is to create a baseline component that can then be used to make other menu options. It thus blocks most other menu issues such as #196, #255 and forthcoming issues for #16.
