magma builds should be part of the docker image builds #148762

🐛 Describe the bug

One of the followups from #148495
Currently magma are ingested in docker builds as unversioned artifacts
Those artifacts are produced by build-magma-linux.yml workflow that does not do any testing before publishing the binaries, nor version them, which makes it impossible to roll-back

Considering the current ecosystem, I wonder if it'll be better to work with Magma team to publish a versioned wheels

Alternatives: Get rid of MAGMA, if nvidia stock libraries are finally performant enough in all cases
