This issues is a follow-up issue of #23656. It aims to create a new authenticator that supports WebAuthn Conditional UI by following a proposal in the discussion.
- Take Proposal 2 of the disscussion.
- Add a PREVIEW flag to activate/deactivate the authenticator.
