This was suggested when adding emulation version support to CRD's format validations.

We should generalize supportedFormatsAtVersion so that it can be used for 'formats' and kubelet policy options.

Note that CEL also has the base environment, which is similar but more complex. It might make sense to leave that one as-is, but want anyone working on this to be aware of it.
