use `shfmt -w` and bump major version

pre-commit automatically fails the hook if files are updated.

update circleci builder to get recent version of `shfmt`.

require Python3 because Python2 is EOL

really do not override editorconfig

but it turns out that we need to remove `-ci`, too.
