More prep for the new atrac implementation. Now there should always be a place to put the contexts...

Also, shrunk the reservation for sceAtrac being loaded from 0x8000 bytes to 0x4000, which is much closer to the truth. In theory, this can cause memory to be used a little differently, which may affects cheats in a few games. Hopefully they allocate their big arena before they allocate libraries... But we definitely had the wrong amount reserved for sceAtrac before.

Plus some debugger enhancements, you can now browse memory tags in the memory viewer, which also got its own top level menu.
