Reproduce:

• Create a round with a lot of photos (e.g. import a category with 5000 photos)
• Assign juror for a yes/no round
• Let the juror load the page.

If the page takes a little while to load (not unusual), they will see the message as shown below, indicating that they are done. If their connection happens to be slow, this could be confusing. Perhaps a safer approach is to only show the message if we get a confirmation from the backend that there are no tasks to load.
