Wanted to understand how we can go about implementing video ads on Protected Audience API?

Are the 2 proposals for video ads (https://github.com/google/ads-privacy/tree/master/proposals/protected-audience-video, and https://github.com/google/ads-privacy/blob/master/proposals/protected-audience-video/component-seller.md) live ? How can we test them ?
