Well, I don't think it would have some, excepting that this would be logged not in case of fail2ban' stop or restart only, but also on stop or restart of jail or action. |

I notice that, when my syslog/fail2ban server is rebooted or fail2ban is restarted, I see logs that show "Unban" for all currently banned IPs. Then, at startup, the logs show "Restore Ban".
I wonder whether it might be possible to have, say, "Remove Ban", "Revoke Ban", "Rescind Ban" or something similar in the log rather than just "Unban" in the restart case.
When analyzing historical logs, that would make it easier to distinguish "Unban" at restart from those logged due to ban expiry.
This is only a suggestion and I have no idea how difficult it might be to implement or whether it might have other consequences.
