What documentation issue do you want to solve?

Coming over from typescript-eslint/typescript-eslint#10669 (comment): we noticed that the phrasing indicates they receive no changes:

❄️ This rule is currently frozen and is not accepting changes.

But, if a critical bug is discovered in a rule -e.g. for a new JS syntax that reaches stage 3/4- then ESLint core will fix the rule, right? I interpreted the freeze as being just for feature requests and other non-critical additions.

What do you think is the correct solution?

Maybe tweaking it slightly to just say feature requests?
