Proposal

Element-call should provide screensharing options to set the target resolution (e.g. 1080p / 720p) and framerate (e.g. 60fps / 30fps / 15fps).

Alternatively, a user could set if they prefer the screenshare to aim for providing a higher framerate or a higher resolution.

Motivation

When screensharing gameplay, framerate if preferred over resolution to avoid choppy visuals. Vs screensharing a desktop, which requires clarity through resolution.

Context

Elecord currently uses the native Matrix VoIP app element-call to provide voice and video capabilities. This is hosted by Element and iframed in, so elecord has very little control over it's functionality.
