Kibana version: 9.3 (possibly earlier)

Describe the bug:
When sharing a URL via the share modal in Discover or Dashboard, a callout is displayed with the following message even when the currently selected time range is relative: "To use a relative time range, select it in the time picker first." Additionally, the toggle to choose between relative and absolute time range in the shared URL is not present.

Steps to reproduce:

1. Open Discover and select a relative time range (e.g. "Last 15 minutes").
2. Click the share button in the app menu.
3. Observe that the relative time range callout is displayed despite the selected time range being relative.

Expected behavior:
The relative time range callout should not be displayed, and the toggle to control relative vs. absolute time range in the shared URL should be present.
