Context

When the system is in a startup phase, it is essential that all UDP registration traffic is reaching all processes, otherwise eCAL entities cannot be matched successfully.
We need a way to detect the loss of registration traffic packages, as this can give an indication to why a system might not start up the way it was inteded.

Proposal

• One idea could be to attach a counter to the packages, and track package loss on receiver side.
