• @tjungblu is a de-fact reviewer, so propose to add @tjungblu as a formal reviewer in the top level OWNERS file;
• Add an OWNERS file under cmd/bbolt, add the existing maintainers/reviewer as approvers and propose to add @Elbehery @ivanvc as reviewers.
