Error Message and Logs

I have "Number of concurrent builds" set to 1.
If I trigger a build (only tested with GitHub App so far), then every app "5 in my case" builds at once and doesn't get queued.

Steps to Reproduce

1. Be on version v4.0.0-beta.431
2. set Number of concurrent builds to 1
3. Have no builds running.
4. Trigger builds via a commit (GitHub App).

All builds will run at once and disregard the queue.
