`PadStart` should to throw `ArgumentOutOfRangeException` for invalid width

Like #1027, [`PadStart`] should throw `ArgumentException` when the `width` argument is invalid. Is should throw `ArgumentOutOfRangeException` instead.

This is a compatible change.
