About Horizons Cultural Exchange
Horizons Cultural Exchange is a mission-driven startup preparing to enter the J-1 Exchange Visitor world under the Teacher category. Our goal is to bring top-tier Latin American educators into U.S. K–12 schools to fill urgent teaching needs while promoting meaningful cross-cultural understanding.
We are now building out our core compliance infrastructure and seeking a Responsible Officer (RO) to help us shape this program from day one — ensuring regulatory integrity, SEVIS accuracy, and operational readiness.
Your Role
As an RO, you’ll be the compliance backbone of our program — interfacing with SEVIS, ensuring participant records meet federal requirements, connect people across cultures, and stay centered on the health, safety, and well-being of our future Exchange Visitors.
This Is a Foundational Role, Ideal For Someone Who
Has 3+ years of experience as an ARO or RO of a J-1 exchange program Wants to be part of a lean, high-impact team Enjoys creating structure, systems, and SOPs — not just maintaining them Key Responsibilities
SEVIS & Participant Recordkeeping
Manage SEVIS records in accordance with the regulations Create, update, and maintain DS-2019 forms for all Exchange Visitors Monitor visa expiration dates, travel validation, and reportable events Ensure 3-year record retention requirements are met Program Administration
Ensure our startup meets and maintains all regulatory designation conditions in Track compliance with all regulatory teacher eligibility requirements (degree, experience, language, host school placement, etc.) Review and file health insurance documentation to meet regulatory minimums Support cultural activity tracking and participant compliance Policy, Training & Audit Readiness
Help build and enforce program SOPs for recruitment, placement, site visits, and issue response Maintain our internal compliance calendar and audit logs Prepare documentation for DOS audits or site visits Serve as a point of contact for the Department of State and SEVP Cross-Functional Collaboration
Train Mexico-based ops team and school-facing U.S. team on compliance workflows Partner with recruiters to verify participant eligibility before DS-2019 issuance Serve as internal “integrity check” across the funnel — from application to arrival Required Qualifications
3+ years of experience working in a J-1 program (any category) Strong understanding of SEVIS, 22 CFR Part 62, and J-1 sponsor responsibilities Experience creating and maintaining SOPs or compliance documentation Preferred Qualifications
Familiarity with U.S. K–12 education system or foreign credential evaluation Demonstrated proficiency with high complexity, detailed workflows Comfort with Google Workspace, Slack, Notion, and CRM systems What We Offer
