Distinguishing Characteristics
This class differs from the Real Property Appraiser II in that it performs under immediate supervision as an entry-level trainee and receives initial orientation and training in the principles, theories, methods, and techniques of appraising real property; whereas the Real Property Appraiser II performs as an advanced trainee requiring some application of the principles, theories, methods, and techniques of appraising real property.The following are examples of duties and are not necessarily descriptive of any one position in this class. Receives classroom and on-the-job training in the principles, theories, methods, and techniques of appraising real property, and orientation as to the functions and objectives of the assigned and related organizational units.
Performs assigned readings on the fundamentals of real property appraisals and applicable laws.
Accompanies higher level appraisers conducting on-site inspections of land and improvements to receive training in classifying property to its highest and best use, assessing fair market value, assigning land-use classification, and determining applicability of, and adjustments to, building classifications.
Secures factual data from various sources such as legal descriptions, records of taxes, deeds or encumbrances.
Accompanies higher level appraisers on visits to real estate offices, title companies, etc., to learn interviewing techniques, methods of securing information and data to be obtained.
As instructed, collects and records information relating to rental and sales markets, price levels, replacement costs, types of properties, and range of evaluation in particular Neighborhoods.
Assists in the preparation of staff appraisals by checking accuracy of mathematical computations and factual data.
May make tentative estimates of value of relatively uncomplicated properties for training purposes.
Prepares correspondence requesting or supplying routine information.
Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in real estate, business or public administration, economics, or a related field.
License Requirement: Possession of a valid Hawaii State driver's license (Class 3).
Knowledge of: mathematics; basic real estate terminology; principles and practices of public and human relations; report writing.
Ability to: learn and apply principles, theories, methods, and techniques of real property appraisal; learn interviewing practices and techniques, and the sources of real property information; write clearly and concisely; make mathematical computations; collect, organize, and present data in tabular and narrative form; follow oral and written instructions; deal effectively with others.
Health And Physical Condition
Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
Qualified applicants will be required to take an online assessment. Applicants are required to test alone in a quiet, distraction-free area using a reliable computer with a high-speed internet connection, a microphone, a webcam (internal or external), and a Windows or Apple Operating System. Applicants who do not meet the system requirements will be provided an opportunity to take the online assessment on site.
Temporary Positions
Employees appointed to temporary positions may also gain membership in the civil service upon satisfactory completion of an initial probation period of at least six months. Once you become a member of the civil service, you become eligible to apply for promotion and transfer opportunities to permanent as well as other temporary positions.
